When an electrical current does not hit up against some form of insulation, a shock can occur between the current and a person. If insulation has become worn, or if you come in direct contact with a carrier of the current, the current will pass through your body into the ground. Your body can make that direct contact, or it can be made with a conductor, such as a metal tool or object.
